CPUC ISSUES
DRAFT DECISION ON SELF-GENERATION PROGRAM - In response
to Petitions For Modification submitted by Kawasaki Motors
Corporation, U.S.A (Kawasaki) and RealEnergy Inc. (RealEnergy),
and others, California Public Utilities Commission issued
a draft decision on Friday, December 6, 2001. The draft decision
covers several key elements of the programs, including approval
of Kawasaki's petition to increase eligibility of systems
sized up to 1.5 megawatts (however, incentives are still capped
at 1.0 megawatt). Also, the draft decision would allow for
carry over of unencumbered incentive budget into the next
program year - meaning more incentives will be available for
Self-Generation projects in 2002. The draft decision is available

Self-Generation
Program Working Group Issues Interim Changes to Handbook
- On 29 Oct 2001, the Self-Generation Incentive Program Working
Group (PG&E, SCE, SOCALGAS, SDG&E, and SDREO) issued
Interim Changes 1 through 5 to all Administrator Program Handbooks.
Changes include a new system 200% of peak demand sizing allowable
for Photovoltaics and Wind Turbines, clarified policy on non-state
incentives, an added requirement to submit project cost breakdown
with proof of project advancement, clarified policy on project
cost eligibility for certain equipment, and clarified policy
on ineligible generating systems. Handbook Interim Changes

3% Loans Available
for schools, hospitals, & local governments - The
California Energy Commission's Energy Efficiency Financing
Program provides financing for schools, hospitals and local
governments through low-interest loans for feasibility studies
and the installation of energy-efficiency measures. Photovoltaic
projects also qualify. Alameda's Santa Rita Jail has already
received a loan for it's PV system, while East LA Community
College and East Bay MUD loans for PV systems are pending
approval at the CEC this week. The program provides loans
covering 9 years worth of energy savings. Check here for more
