Sunrise in Norway
- early January 2003.
Over 40,000 Norwegian cabins are powered by PV. One cabin
owner noted that his system performed equally or better in
the winter than summertime, despite the shorter days. What's
the secret? - more light reflected off the snow! Who said
Solar was a marginal resource?
After a much-needed
vacation visiting my roots, in which I actually got to read
a non-energy related book for the first time in 3 years, it's
back to the business of capturing the Sun here in California.
The new year presents numerous challenges to moving forward
with the effort to bring solar technology into the mainstream.
But, despite the lagging economy, threat of war, and the State's
budget situation, 2003 could prove to be a fruitful year in
the steps toward a sustainable society.

CEC MUNI Rebate
Program Eliminated
- Dec.
27 Notice from California Energy Commission: "There
is no funding remaining for emerging renewable systems in
Publicly Owned Electric Utility service areas. The approximately
$6.3 million that remained in that program area was returned
to the general fund on December 13, 2002 because of the severity
of the State's general fund deficit. No applications received
after this date can be approved. REP staff will return any
unfunded 2002 applications. No reapplication is possible in
2003 because no funding for emerging renewable energy systems
in these areas is available."
New California
WIND MAPS - New wind resource maps for California are
now available on the California
Energy Commissions web site and can also be ordered
from the CEC cartography office.
EREN Atlas of
Western Renewable Energy Resources - The Energy Efficiency
and Renewable Energy Network (EREN) has produced a Renewable
Energy Atlas of the West. It profiles wind, solar, geothermal
and biomass resources using high-resolution maps. It is available

PV DESIGN ONLINE EDUCATION [Solar Energy International]-
Solar Energy International (SEI) has been teaching a Photovoltaic
Design Online course as a part of its RENEWABLE ENERGY
EDUCATION PROGRAM for over 5 years. This course has been a
great success in teaching individuals about PV Design and
continues to evolve each year. We have recently added additional
webpages, video and audio clips, and have expanded our grid-tie
section to include both battery-less and battery backed up
systems. The course is comprehensive, challenging and comparable
to the classroom portion of our on-site workshops. The PV
Design Online course allows people to learn about this technology
at their own pace, without having to travel to an on-site
workshop. In this way, SEI hopes to reach more people seeking
to make practical use of the planets abundant renewable
energy resources. This six-week Internet course focuses on
the practical and economical design of photovoltaic power
systems which are independent of the utility grid and those
that ! are grid-tied. This course will be useful to the person
seeking employment in the solar energy industry as well as
the person seeking to apply solar electricity for his or her
own use. Pre-registration
