The CPVU
working group is designed to facilitate dialogue and collaboration
among California Utilities and Government Energy Agencies (eg. California
Energy Commission, California Public Utilities Commission) involved
in the development and implementation of photovoltaic programs.
The CPVU
meetings are facilitated by Tor Allen of the Rahus Institute/California
Solar Center, a non-profit organization. The first meeting was held
in January 2003.

part of a project to develop a utility-sponsored performance
based incentive (PBI) program for commercial customers who purchase
photovoltaic (PV) systems. This presentation develops the theoretical
basis for a proposed PBI design methodology and structure, covering
the rate per kWh of production, the variation of this rate over
time, and the duration over which the payments are made. The
methodology developed in this paper may be used to develop PBI
