California PV Utility Program Managers (CPVU)

The CPVU working group is designed to facilitate dialogue and collaboration among California Utilities and Government Energy Agencies (eg. California Energy Commission, California Public Utilities Commission) involved in the development and implementation of photovoltaic programs.

The CPVU meetings are facilitated by Tor Allen of the Rahus Institute/California Solar Center, a non-profit organization. The first meeting was held in January 2003.

Item 1 - PV Module eligibility List. One item to note is that PTC values have been re-calculated using laboratory tested parameters rather than the previous manufacturer submitted parameters. The "new" list is available here: http://gosolarcalifornia.org/builders/equipment.html The list will still be updated monthly.

Item 3a - The SB1 Guidelines only require post-installation inspection. The inspection can be performed by the program administrator, a designated and qualified agent of the program administrator, or a HERS rater. HERS raters will continue to be required by NSHP. CSI will not be requiring HERS raters.

Item 3b - There has always been a tracker option in the NSHP Calculator (CEC Calculator), but it has never been in the public version. Tracker options will be added to the public version soon. For now, people will need to continue to contact me directly for tracker calculations for NSHP. Available tracker options are: dual, single N-S, single E-W, polar, and vertical. (P.Saxton)

"POUs which have a 2006 peak demand of less than 200 MW have a SB1 Guidelines implementation date of 1 January 2010. All other utilities have a SB1 Guidelines implementation date of 1 July 2009. The 2006 peak demands can be found here: http://energyalmanac.ca.gov/electricity/annual_peak_loads.html

The Enphase Envoy EMU (their webbox) does have a physical LCD in the webbox so you can visually get kWh data from the webbox. The webbox (which is required by Enphase) can act as an acceptable meter for incentive purposes. The EMU is listed as an acceptable meter: http://gosolarcalifornia.org/equipment/meter.php

Title-24 'Tier2'.- proposed to be part of the 2008 Title-24 building standards, this new feature will include photovoltaics.
Martin Bailey, Roseville Electric - Roseville: PV in Residential New Construction - a new, long-term approach to getting zero energy homes built. Goals, status, and strategy for shaping the new home market in Roseville will be described. Both the Preferred Diamond Homes program and a preview of the proposed BEST Program.
Steve Yatsko, San Diego Gas & Electric - Multi-megawatts of Solar Stirling Engines in San Diego - presentation on recent contract with Stirling Engine Systems to install 300-900 MW of concentrating dish technology in Imperial Valley. Economics, logistics, and status will be presented.
Jeff Wilson, California Energy Commission - California Solar Initiative:An outline of the newly approved California Solar Initiative (CSI) will be presented. The CSI is a 10 year, 3 $Billion, program to install ~ million solar rooftops in California. Tom Hoff Clean Power Research - This presentation is part of a project to develop a utility-sponsored performance based incentive (PBI) program for commercial customers who purchase photovoltaic (PV) systems. This presentation develops the theoretical basis for a proposed PBI design methodology and structure, covering the rate per kWh of production, the variation of this rate over time, and the duration over which the payments are made. The methodology developed in this paper may be used to develop PBI programs at any utility [Sponsored by SMUD and CEC-PIER programs]
